Is that the best use of Inter/Usenet?
We are using the Net to discharge unresolved emotional problems on to others. That seems to be the purpose of the Inter/Usenet.

Does the Usenet serves in the first place to satisfy personal needs to compensate one's unbalanced mental and emotional situation? Yes of course, could there be another better reason?

Are NGs and home pages platforms for masturbating exhibitionists? Yes of course, this is the most natural way to be seen naked and get the maximum of self gratification out of it. That's cool!

Is the Usenet a forum on the lowest level for expression and self admiration of lousy personalities? Yes, why shouldn't it?

It is great and a visible proof of society's freedom, that all kind of psychopathic maniacs take their space and express themselves frankly and without any obstruction, covering megabytes of personal web sites and occupy all other spaces. 
For our self confirmation we are obliged to read these word streams of flat flatulence. It is a pity, that home pages must be only read when visited. There we have too much freedom so we don't need to read what we don't want. That's without doubt one of the failures of Internet.
In Usenet it's different, there freedom is something because 'there is nothing left to lose...' 
The Usenet consist of about 15.000 old bones, covert with all kind of disgorging vermin ridden shit, very few new NG-bones stay some time fresh and succulent, supported by their fanatic founders, nearly all have an anguish death, mostly by boredom. Abandoned left to the scavengers of the battlefield, even been gnawed and empty, some are still under surveillance, so the watchdogs are still occupied and find their sense in keeping rules...
All chaotic happenings in Use/Internet are an excellent training for defense, to make decisions in every moment, using the delete button on everything which might contain something essential, sensible or what could influence the protected personality, so that heart and mind are not in danger eventually to widen up. Any possible change must be avoided with all means and if somebody doesn't shut up when we ignore him totally, then we will attack him in the most sophisticated way. If we can't squash him intellectual, we may use dirty tricks, everything is allowed because we are fighting for our survival! 
Another more easy way to get pleasure out of the Inter/Usenet: 
We can eliminate without hindrance, there we are 'terminator in action' with unlimited power and potential! 
Well, to do so, it is necessary to watch out, to develop real samurai awareness. The final transformation of all sensible and spiritual zombies is near! The old way of being dumb and dull by practicing meditation or striving for self knowledge will finish soon. If we are well trained, we can act nearly effortless, we can avoid to be open without the need to defend ourselves permanently. 
There might be even no need to show oneself in an exhibitionistic way, because we don't need to be confirmed in our twisted self image anymore, when we are finally twisted enough, we just will be... 
Well, this is a vision for the year 3.000, until then we have to deal with what is just here and what we are now: A net gathering of 49.999.998 lousy personalities. (Not included you and me! We are supposed to be out of games and lies!)
